Department of Environmental Services

The Department of Environmental Services (DES) mission is to make Arlington County a vibrant, accessible and sustainable community with focus in the areas of transportation, the environment and capital investment projects.

Under the leadership of Greg Emanuel, DES is organized around three divisions.

  • Division of Transportation & Development

Transportation issues are at the forefront of the “smart growth” principles to which the County is committed. Arlington’s emphasis on transit-oriented development and multimodal transportation have clear environmental benefits. This division includes Commuter Services, Transit, Transportation Planning, Transportation Engineering and Operations, and Development Services.

  • Division of Operations

The Division of Operations has long been responsible for maintaining a clean environment, ensuring clean water is returned to Four Mile Run – and, ultimately, the Chesapeake Bay – and providing solid waste management services.  The division also includes the Water Pollution Control Plant, Solid Waste, Utilities and the Equipment Bureau.

  • Division of Facilities & Engineering

 Arlington’s Capital Improvement Program (CIP) is a major, multi-million-dollar undertaking critical to investment in the community’s future. To provide a systematic and thorough approach to this vital program, the County consolidated all capital projects and engineering activities into one department, including Design and Construction, Engineering, Facilities Management, Real Estate, and the GIS Mapping Center.
